1/30/2006 11:44:00 AM|W|P|Keeba Smith|W|P|Before her departure, the owner of 4138 Jebel Street contacted the Colorado Division of Housing Administrative Plan for Section 8 Voucher Program. It is my understanding that homes must meet the requirements prior to rental. However, after the home is vacated and more than $10,000 in damages remain, it is not the responsibility of the Housing Division to correct them. This is what is left of a home that was valued at approximately $150,000 over five years ago and is now valued at $219,000 AFTER the repairs are made.
The previous tenant destroyed this 3 bedroom, 2-½ bath, and the living area of 1,691 sq. feet, full basement and decorated yard.
Originally, this was a beautiful new home, but after a year of being rented, the home looks like this:

This hole – gash in the wall is to the right when entering the home from the garage
This door leads to the basement. It can not be repaired

Hallway area leading to the front door and right off the kitchen area. The tile is damaged
The laundry area where a door is off the hinge
The steps are heavily soiled
Master bedroom: there is a hole in the wall
Master bedroom: the carpet is heavily soiled and appears to have a cigarette burn
The banister leading up the steps is damaged
Basement area: the installation is torn from the walls
Outside in the backyard contains an old wooden chair, used baby diaper, glass and other debris
On Sunday, January 15, 2006, I visited the property located at 4138 Jebel Street, Denver, CO 80249. I drove to the home with one witness. A large gray truck was parked directly in front of the home. Upon arriving, I inspected the front of the property and made note of the following:
- Left side of the home shows apparent damage to a tree closets to the street
- Left side of home shows damage to a light right above the garage
- Left side of garage door appears to be slightly damaged with paint scratched away on the door
- The grass appears to be in adequate condition for this time of the year
- I entered the home through the garage with the combination provided by potential buyer, RLD; parent of current owner, MD
- Inside the garage are several unnoted items (A red lawnmower is to the right.)
Upon entering the home, I made note of the following:
- The carpet appears to be in bad condition. It is unknown if the stains can be removed.
- Originally, the walls were painted a high white gloss. However, there are dirt stains as well as pencil and other likeable writing on the walls.
- There is damage to the wall on the immediate right. An apparent gash or hole is very visible.
- To the immediate left, is the door to the basement area. This door is damaged with an apparent gash which in my unprofessional opinion, can not be fixed; entire door must be replaced.
First Room - Living Room Area:
- There is a ceiling fan in this area and appears to be rightfully attached (I did not check to see if it was in working condition.)
- As noted, the carpet is heavily soiled throughout the first room.
- There is a venetian blind directly on the back wall. I am not sure if it is in working order.
- As noted, the once painted white walls, are stained with dirt.
- Made note of more heavily stains on carpet.
- The patio doors are covered with some type of light metal. (attached with Velcro)
- Curtain rod is missing from patio door.
- More stains are visible through walk area.
- A shelf of some type is leaning against left wall.
- Carpet on double steps is heavily stained.
Kitchen area is noted:
- Windows are covered with some type of light metal. (Attached with Velcro). After viewing pictures, there appears to be a cardboard box covering a small portion of the window.
- Most of the kitchen tile floor is intact, however noted that there are gashes in the tile. In addition, the floor is dirty.
- There is a ceiling fan in this area and appears to be rightfully attached (I did not check to see if it was in working condition.)
- Next to cabinet on the left, there are several stains on kitchen tile floor. Not sure if those stains can be removed.
- Several unnoted items are on and around the kitchen sink.
- Underneath sink are the kitchen sprayer, a sink strainer, and several hoses. I did not check to see if the sink is in working condition: garbage disposal leakage etc. (Water is not running as per potential owner, RLD)
- Food, a piece of glass and utensil is in the bottom of dishwasher. I was not able to check if it was in working condition, as water is not running as per potential owner, RLD.
- Refrigerator appears to be clean and in order. However, after speaking with potential owner, RLD, there are missing shelf pieces and the ice maker is not in working condition.
- Stove appears to be intact, but unknown if in working order.
- Lights in kitchen area are intact but unknown if in working order.
The downstairs bathroom and laundry area is noted as follows:
- Folding door to laundry area appears to be broken. It is off the hinge and is propped against the wall on the left.
- Noted slight stains on the wall near washer and dryer area. (Note neither appliance is in the home.)
- Unnoted items as well as a dryer funnel are sitting on top of a rack.
- Near front door area – right outside bathroom and laundry area, an unnoted item is leaning against the wall.
- Different/multi colored stains are on tile floor.
- A window screen is propped against the wall.
- Tile floor appears to need repair or replacing.
- Gashes in tile floor near front door area – outside of bathroom area.
Entering main walkway towards the upstairs:
- Notable holes in wall and other stains.
- Notable damage on tile floor near steps.
- Wall shows damage to the base.
- Carpet on steps are heavily soiled.
- Banister is very weak and loose. Needs minor tightening and/or repair.
Master Bedroom:
- Medium size hole is in wall.
- Carpet appears to have cigarette burn along with multiple heavy soiled stains.
- Master bathroom is missing towel rack along with missing curtain rod.
- Toilet is dirty (Appears to have urine stains on backside.)
- Bathtub is dirty inside.
- Carpet in closet is heavily soiled. Appears to have yellow crayon smashed into carpet.
- Racks are in place.
- There is a ceiling fan in this room, but unknown if it is in working order.
- Windows are covered with light metal material. (I did not check to see if windows are cracked, missing a screen or in working order. Therefore, I did not remove covering from window.)
- More stains on carpet are noted.
Hallway Bathroom:
- Stains are apparent around toilet area. Not sure if rust stain on left side of toilet, but if so, unknown if removable.
- Unknown pink colored stain on right side of toilet is removable.
- Bathtub has an unknown metal piece sitting on the side.
- Wooden base and tile floor is damaged outside tub area.
- Stain on tile floor is noted behind the door of the bathroom.
- More heavy carpet stains are noted in hallway.
First bedroom:
- Pinkish and other unknown stains are on the carpet.
- The carpet in the right corner is heavily soiled.
- Unknown markings are on the walls.
- More stains on the carpet that may be hot sauce, magic marker, etc. They are unknown.
- Closet door is dangerously off the hinge and uneven.
- Carpet has blue color stains; other stains are noted.
Second Bedroom:
- Dried glue appears to be on carpet on the right side of the room.
- Other stains are noted throughout the entire room.Walls are dirty along with some type of paper glued to the wall.
- Carpet stains are noted.
- Venetian blind needs to be replaced. Left side is broken/damaged.
- Carpet stains are noted throughout the entire upstairs area.
- Wall is damaged near the steps.
Basement Area:
- Steps are not carpeted, but noted that carpet is stained near this area and paint on steps is severely scratched.
- Walls leading down the steps are soiled on both right and left sides.
- The basement is unfinished - not carpeted.
- Installation has been torn from the walls and has large rips in it.
- An unknown wire is hanging from the ceiling.
- The windows are covered with a light metal like covering. (I did not remove covering)
- Items listed are a dinning room table, a coffee table, and two boxes. (The contents of each box was not inspected, but noted by potential owner, RLD, that they are heavy and loaded with tapes)
- A piece of paper, one tennis shoe, and a picture are present.
- A window screen is leaning against a wall.
- Rat poisoning is on the cement floor.
- Unknown if furnace is in working condition, but note that there is something hanging from it.
- Noted furnace vents.
- Noted a pipe of some type on the left side of basement.
- Noted drainage area or black object on the floor.
- Noted pencil marking on the walls leading up the steps.
- Top steps seem week. Possibly dangerous – may need repair.
I removed metal like covering from sliding patio door and went outside to the Backyard:
- All three sides of the wooden fence appear to be in order. (No damage is visible)
- The screen is missing from the patio door.
- There are several items discarded around the entire backyard:
*A tricycle, a bicycle wheel, several pieces of wood, clothes, a deep-fat-fryer, a wooden chair, a stuffed animal, broken glass, a used baby diaper, a bottle of cooking season, a bent snow shovel, two waste containers along with the City issued waste container, a small garden fork, weeds, trash and other debris.
- The window-wells are filled with trash, weeds, and other debris.
- One of the window-glass in the window-wells is cracked straight across and will need to be replaced.
- Missing decorative bricks around patio area.
- From an uneducated view, the backside of the home appears to be intact. (Upstairs windows, the siding, painting, roof, etc.)
- However, it is noted that although this is has been a dry winter, the lawn is not in acceptable condition and noted that due to the debris – weeds etc - the lawn has not been properly cared for during the summer months.
- My witness made note that the patio door is locked.

I vacated the home through the garage with my witness at approximately 1:00PM. The home was left in the same condition and was secured in the same condition - with the garage pass code provided.
SUMMARY at the time of inspection:
- The carpet is severely damaged
- The water is not on
- A window is cracked
- The walls are both damaged with holes and have markings
- The tile floors are damaged
- The patio door is missing a screen
- As both my witness and I walked around in the main area, kitchen, dining room, and living room, we could hear a sound coming from underneath the floor. After inspecting the basement area, it is unknown as to what the cause of the noise/sound
- An air-condition is present but unknown if in working condition
- A satellite dish is attached to the home
- A total of 119 photos were taken.
